#中国—东盟中心简讯# 【China-Southeast Asia TVET Management Capacity Building Workshop Opens in Beijing 中国—东南亚职业技术教育管理者能力建设研讨会在京举办】

On 23 June 2026, the China-Southeast Asia Capacity Development Workshop themed on “Transforming TVET and Skills Ecosystem for the Digital Era” officially kicked off in Beijing. Co-hosted by the ASEAN-China Centre (ACC), the UNESCO International Research and Training Centre for Rural Education (UNESCO INRULED), and the SEAMEO Regional Centre for Technical Education Development (SEAMEO-TED), the event gathered more than 100 policymakers, vocational institution administrators, industry experts and scholars in the field of vocational and adult education from China, the Philippines, Cambodia, Indonesia, Malaysia, Thailand and Vietnam. Participants conducted in-depth dialogues on key themes covering TVET innovation, managerial capacity building, digital transformation and industry-education integration.
2026年6月23日，由中国—东盟中心、联合国教科文组织国际农村教育研究与培训中心及东南亚教育部长组织技术教育发展区域中心共同主办的中国—东南亚职业技术教育管理者能力建设研讨会在北京拉开帷幕。来自中国、菲律宾、柬埔寨、印度尼西亚、马来西亚、泰国及越南的百余位职业与成人教育领域政策制定者、院校管理者、行业专家及学者代表参会，围绕职教创新、能力建设、数字转型、产教融合等议题开展深度研讨。

Prof. Zhou Zuoyu, Director of UNESCO INRULED and Vice Chair of the University Council of Beijing Normal University, Ms. Liu Xiao, Deputy Director of the Education, Culture and Tourism Division of the ACC, Dr. Songheang Ai, Centre Director of SEAMEO-TED, and Mr. Shahbaz Khan, Director of the UNESCO Regional Office for East Asia delivered opening remarks.
北京师范大学校务委员会副主任、联合国教科文组织国际农村教育研究与培训中心主任周作宇，中国—东盟中心教育文化旅游部副主任刘晓，东南亚教育部长组织技术教育与培训区域中心主任宋恒艾及联合国教科文组织东亚地区办事处主任夏泽翰出席开幕式并致辞。

Zhou Zuoyu noted that the digital era calls for an open, collaborative and shared regional skills ecosystem for TVET, aiming to cultivate learners’ adaptability, lifelong learning and innovation capabilities. He added that the workshop will explore digital-era TVET development paths, promote industry-education integration and cross-border resource sharing, tailor talent training to digital and green economy demands, and advance inclusive and sustainable regional development.
周作宇指出，数字时代背景下的职业技术教育要致力于搭建开放协同、共建共享的技能生态体系，培育学习者应变变革、精进提升、创新创造的综合素养。他表示，此次研讨会将深入探讨数字时代职教发展方向与变革路径，深化产教融合、推动资源共享，对接数字经济、绿色经济发展需求，助力区域协同繁荣。

Liu Xiao emphasized that TVET serves as a key pillar for regional people-to-people connectivity, industrial growth and inclusive development. The ACC will leverage its bridging role, by following digital education trends, and connecting governments, vocational institutions and enterprises. This will deepen pragmatic ASEAN-China TVET cooperation so as to boost the high-quality development of the ASEAN-China Comprehensive Strategic Partnership.
刘晓表示，当前职业技术教育已成为区域人文互通、产业赋能、普惠发展的重要支撑。中国—东盟中心将持续发挥桥梁纽带作用，顺应数字教育发展趋势，联动政府、院校、企业等多方主体，深化中国与东盟国家在职教领域务实合作，以教育交流赋能中国—东盟全面战略伙伴关系高质量发展。

Songheang Ai stated that evolving technology has reshaped global industries and job roles, requiring continuous workforce skill upgrading. SEAMEO-TED will deepen regional cooperation, optimize school-enterprise collaboration and align TVET training with industrial needs. Regional challenges, including structural skills mismatches and lack of professional talents, are expected to be addressed through the application of digital technologies and AI.
宋恒艾谈到，科技迭代重塑行业业态与就业岗位，倒逼劳动者更新职业技能。东南亚教育部长组织技术教育与培训区域中心将联动各国，深化职教与产业供需对接、推动校企务实合作，依托数字技术及人工智能，加快破解区域岗位技能错配、专业人才短缺等发展难题。

Shahbaz Khan observed that UNESCO regards TVET as a core driver for regional economic recovery and industrial upgrading against the backdrop of global skill system reforms. He stressed that future-ready TVET should meet evolving skill demands and balance technological progress with holistic human development. He hoped all participants could strengthen cooperation to build a resilient, inclusive, innovative and future-oriented regional TVET system.
夏泽翰表示，为应对全球技能体系转型升级挑战，联合国教科文组织明确将职业技术教育培训视为区域经济复苏与产业转型的关键抓手。职业教育发展不仅要适配技术变革，更要立足人的全面发展。期待各方依托本次研讨会深化合作，共同建设具有韧性、包容性、创新性且适配未来发展需要的职业技术教育培训体系。

The five-day programme includes policy exchanges, expert lectures, participant discussions and field visits. It will also feature themed study tours to the Centre for Language Education and Cooperation, local vocational institutions in Beijing and the International Vocational Education Town in Caofeidian. The programme aims to strengthen regional skill ecosystems and building on industry-education integration, so as to empower coordinated TVET advancement and sustainable prosperity across China and Southeast Asia.
本次研讨会为期五天，除政策分享、专家授课、专题研讨外，与会代表还将实地走访中外语言交流合作中心、在京职业院校及曹妃甸职教城，聚焦产教融合赋能技能体系建设，共谋区域职教协同发展。
