Warmest congratulations on the signing of the "Agreement on Lancang-Mekong Regional Smart Policing Development— Video Processing and Analysis System Project in Phnom Penh, Cambodia" between the Lancang-Mekong Integrated Law Enforcement and Security Cooperation Center (LMLECC) and the Ministry of the Interior of Cambodia. The project is the first between China and Cambodia that utilizes China’s Global Development and South-South Cooperation Fund and implemented in accordance with the Global Security Initiative in Cambodia, and an important achievement of Lancang-Mekong law enforcement cooperation. I am confident that the project will play a positive role in improving public safety and security, and protecting the lives and property of the people in Cambodia.
