#中国—东盟中心简讯# 【The ACC Hosts 2026 ASEAN-China SME Trade and Investment Facilitation Training Program 中国—东盟中心举办2026中国—东盟中小企业贸易投资便利化研修班】

On 25-26 May 2026, the ASEAN-China Centre (ACC), Hefei Municipal Foreign Affairs Office and Thailand’s Office of Small and Medium Enterprise Promotion (OSMEP) jointly hosted the 2026 ASEAN-China SME Trade and Investment Facilitation Training Program in Hefei, Anhui province. Experts and industry professionals, including Mr. Zhang Shaogang, Executive Vice Chairman of the APEC China Business Council and former Vice President of the China Council for the Promotion of International Trade, were invited to deliver lectures for the Program. Over 100 participants, including representatives from embassies of ASEAN Member States (AMS) in China and business associations and enterprises from AMS and China, attended the Program.
2026年5月25日至26日，中国—东盟中心同合肥市外办、泰国中小企业局在合肥市共同举办中国—东盟中小企业贸易投资便利化研修班。此次培训分为两个部分，分别面向中国和东盟工商界代表，邀请了APEC中国工商会理事会常务副主席、中国国际贸易促进委员会原副会长张少刚等专家和业内人士授课，吸引了东盟成员国商协会、企业、驻华使馆代表和中资企业代表逾百人参加。

Secretary General Shi Zhongjun of the ACC presided over the opening ceremony and emphasized that in recent years, ASEAN and China have continuously enhanced and upgraded their economic and trade cooperation with fruitful results. Against the backdrop of rising unilateralism and protectionism, as well as severe challenges to the multilateral trading system and the global economic order, ASEAN and China are particularly in need of strengthening cooperation to address global economic uncertainties. As the bridge for communication and collaboration between ASEAN and China, the ACC expects to leverage this training program so as to further deepen policy exchanges and capacity building between the two sides, ensure smooth and compliant trade, which particularly assist companies of ASEAN countries to export to China more easily, facilitate precise matchmaking of enterprises from ASEAN and China, and elevate ASEAN-China economic and trade cooperation and regional economic integration to new heights.
中国—东盟中心秘书长史忠俊大使主持开班仪式并表示，近年来中国与东盟国家经贸合作不断提质升级，取得丰硕成果。在当前国际上单边主义、保护主义抬头，多边贸易体制、全球经济秩序面临严峻挑战背景下，中国和东盟国家更加需要通过加强合作来应对全球经济不确定性。中国—东盟中心作为中国与东盟国家沟通合作的桥梁纽带，拟通过举办此次培训进一步深化双方政策互通与能力共建，更好服务中国和东盟国家企业精准对接，协助东盟国家企业更加顺利开展对华出口业务，推动中国—东盟经贸合作和区域经济一体化进程再上新台阶。

Secretary General Shi Zhongjun and Deputy Secretary-General Jin Feiyan of the Hefei Municipal Government attended the graduation ceremony and jointly presented certificates of completion to the trainees from ASEAN countries. Dr. Ian Chew, President of YoungShip Singapore, spoke on behalf of the trainees, stating that the training program further enhanced their understanding and confidence about regional economic cooperation and the prospects of ASEAN-China trade and economic collaboration. Through the training, the participants also gained insights into the development advantages and dynamism of Anhui Province and Hefei City. They expected to make good use of this training program to deepen mutual exchanges and cooperation to contribute to pragmatic ASEAN-China cooperation and the regional peace, prosperity, and sustainable development.
史忠俊秘书长和合肥市政府副秘书长金飞燕共同出席结业仪式并为东盟国家学员颁发结业证书。新加坡青年航运人协会主席周毅恩作为学员代表发言，他表示通过此次培训学员们进一步增强了对区域经济合作和东盟—中国经贸合作前景的信心，同时充分了解到安徽省、合肥市的发展优势和活力，期待以此次培训为契机继续增进彼此间交流合作，更好推动东盟—中国务实合作，为地区和平繁荣、可持续发展积极贡献力量。

Mr. Wittawat Lamsam, Assistant Director-General of OSMEP, introduced to representatives of Chinese enterprises the ASEAN ACCESS (www.aseanaccess.com), which has been co-developed by AMS and guided by the ASEAN Coordinating Committee on Micro, Small and Medium Enterprises (ACCMSME) as a gateway to acquire information about the ASEAN market and search for business partners. He stated that China is one of the most important economic partners of ASEAN, and under the RCEP framework, cooperation between the two sides, in areas such as trade, investment, digital economy and technology, has been increasingly closer. China is not only a key market for ASEAN but also a global hub for innovation, advanced technology and digital transformation, playing a proactive role in connecting SMEs of ASEAN countries with the new economy. This training program, hosted in Hefei, not only leverages the city’s strengths as a leader in technological innovation and future industries but also fosters connections and exchanges between SMEs from both sides, helping businesses promptly access market information and business collaboration opportunities.
泰国中小企业局局长助理威塔瓦·兰萨姆向中资企业代表推介东盟中小企业区域数字平台ASEAN ACCESS（www.aseanaccess.com）并表示，中国是东盟最重要的经济伙伴之一。在区域全面经济伙伴关系（RCEP）框架下，双方在贸易投资、数字经济和技术等领域合作日益密切。中国不仅是东盟国家的重要市场，也是全球创新、先进技术和数字化转型的中心，在连接东盟中小企业与新经济方面发挥积极作用。此次在合肥举办培训，不仅可以发挥合肥作为技术创新和未来产业领先城市的优势，也可以促进双方中小企业联系交流，帮助企业及时获取市场信息和商业合作机会。

The training program includes sessions on various topics, including the interpretation of rules of RCEP and China-ASEAN Free Trade Area, China’s import policy requirements and market access procedures for ASEAN products, the application of China’s customs system to enterprises of ASEAN countries, and the introduction to ASEAN-China cross-border trade and investment platforms. During the Program, the participants from ASEAN countries also paid field visits to the Anhui Innovation Center and NIO Inc.
此次研修班课程内容涵盖RCEP和中国—东盟自贸区贸易规则解读、中国对东盟国家产品进口政策要求和准入流程、中国海关制度对东盟国家企业的适用性以及东盟国家中小企业区域数字平台推介等。培训期间，东盟国家学员代表还前往安徽创新馆、蔚来汽车实地考察。
