🔹中新社华盛顿1月22日电 （记者 陈孟统）美国总统特朗普22日签署行政令，重新认定也门胡塞武装为“外国恐怖组织”。

2021年1月，特朗普在第一个任期末尾将也门胡塞武装列为“外国恐怖组织”。一个月后，拜登政府以也门人道主义形势严峻为由撤销了相关认定。

这份行政令指出，胡塞武装自2023年以来已多次向美国海军战舰开火，威胁美军人员的生命安全。美方的政策旨在与地区伙伴合作，遏制胡塞武装的能力和行动，剥夺其资源，从而结束其对美方人员、盟友以及红海运输商船的袭击。

行政令还要求，美国务卿和美国国际开发署署长联合审查联合国合作伙伴、非政府组织和美国国际开发署在也门工作的承包商，并识别与胡塞武装有关联的实体，采取适当行动终止项目与拨款。

“自2023年以来，胡塞武装在伊朗伊斯兰革命卫队圣城部队（IRGC-QF）的支持下，数十次向美国海军军舰开火，危及身穿军装的美国男女官兵。 自2014-2015年从也门合法政府手中武力夺取大部分也门人口中心以来，胡塞武装多次袭击民用基础设施，包括多次袭击沙特阿拉伯民用机场、2022年1月对阿拉伯联合酋长国发动致命袭击，以及自2023年10月以来向以色列发射300多枚射弹。 胡塞武装还袭击了 100 多艘途经曼德海峡的商船，造成至少 4 名平民船员死亡，并迫使一些红海海上商业运输改道，这加剧了全球通货膨胀。

Since seizing most Yemeni population centers by force from the legitimate Yemeni government in 2014-2015، the Houthis have launched numerous attacks on civilian infrastructure, including multiple attacks on civilian airports in Saudi Arabia, the deadly January 2022 attacks on the United Arab Emirates, and more than 300 projectiles fired at Israel since October 2023. The Houthis have also attacked commercial vessels transiting Bab al-Mandeb more than 100 times, killing at least four civilian sailors and forcing some Red Sea maritime commercial traffic to reroute, which has contributed to global inflation.
